As the National Health Service enters the 1990s, it is undergoing a programme of reforms more fundamental than any experienced since its inception in 1948. These reforms stem from three white papers, one of which, 'Working for patients', published in 1989, emphasised the importance of good quality health care, and the provision of a service sensitive to the needs of its customers across the National Health Service. A strong emphasis within this white paper was placed on the devolution of decision making. The white paper states that as far as possible those who provide services are to be empowered to take decisions about operational matters.
