Medicaid worries. States dispute rule on new funding limits.

The Clinton administration last month indicated that it will be sympathetic to how states will fare under federal limits on disproportionate-share hospital payments and provider taxes. But while states and providers knew what was in store for them under a federal statute, many say that the Health Care Financing Administration's initial interpretation goes too far and would sabotage funding systems they designed around the law.
