GP fundholding was introduced in 1991 as a part of the NHS reforms of that time. GPs were allowed to control their own budget to see if this act as an incentive for control of a few problem areas, e.g. outpatient referrals and non-emergency treatments. This article considers the effects of fundholding so far, and considers its future.
