Criteria utilised by the European Union and Italian legislation (Law 626/94) for protection from carcinogenic agents in working environments are presented and discussed together with the definition of different levels of carcinogenicity proposed by international regulating agencies, on the basis of a hierarchical scale of scientific evidence. Ethical, scientific and practical issues, related to decision making in this area are also discussed.
