The author investigates the problem of medical service management as a special branch of a medical service chief activities (management office). He studies aspects of executive control, in particular--standards setting (norms and rates, estimates, necessary corrections together with the management functions--planning, organization, motivation and control. Basing on the principles of classic executive school for troops' health care, this study suggests a number of approaches to the optimization of medical service supply to make it adequate, systematic and cost-effective. This article contains an analysis of a medical executive's office timing for everyday activities.
