Healthcare lobbying efforts turn to states.

With federal policy action frozen by a budget and re-election frenzy, more healthcare legislative battles are turning up in the state capitals. Three states in particular are experiencing stepped-up lobbying activity from hospitals. And three lobbying giants, the American Assn. of Retired Persons, the American Hospital Assn. and the American Medical Assn., are struggling to overcome their own challenges.
