The two extremes of the population spectrum tend to need healthcare services the most, and hospitals face a shortage of resources in their attempts to serve both the very young and very old. The elderly have a political voice and the security of Medicare, but hospitals still strain to cover their costs. Policy attention is now focusing on the plight of uninsured children, but it hasn't translated into significant funding.
