The long-term system in Israel is not a centralized entity but rather a fragmented conglomerate of services for the elderly. Many of its problems are common to the long-term care system in the United States. Three major trends have emerged in recent years: (1) privatization, (2) shift to community-based services, and (3) gradual development of mechanisms for quality assurance.
