Repositioning a state health agency in an era of change through developing the internal customer: a case study in leadership.

There is strength in maintaining a public health system that has been a stable force in the health care system for several decades. The real challenge is knowing how and when to make appropriate changes without destroying those elements that work to benefit the public. This article describes one state's approach to managing change and discusses the practical lessons learned from the experience.
