Structural reforms in the public health system makes it necessary to examine the status and trends in the use of resources in both Russia and in some regions. Objects for the study were chosen among the areas most characteristic of the Volga Federal Okrug and socioeconomic and ethnic-confessional diversity of its regions. Reforms in inpatient and outpatient service for the population are analyzed. Both positive results in the optimization of structural reforms in the public health system and some negative trends were found.
公共卫生系统的结构改革使得有必要审视俄罗斯及一些地区资源使用的现状和趋势。研究对象是从伏尔加联邦区最具代表性的领域及其各地区的社会经济和民族宗教多样性中挑选出来的。对居民住院和门诊服务的改革进行了分析。结果发现，公共卫生系统结构改革优化方面既有积极成果，也存在一些消极趋势。
