Modern status of laboratory diagnostic service at the state and municipal medical institutions of regional public health is assessed as exemplified by the Archangelsk district. Qualitative parameters of the resource provision and variations thereof at institutions of different type, potential, and localization are analyzed. Availability of diagnostic service for the urban and rural population is assessed. Basic approaches to public health reforms in a region are formulated as the priority condition of improving the diagnostic service, rational utilization of resources, and available and proper medical care of the population.
