The problem of development of legal base has arisen last years on a wave of active introduction of telemedical technologies and disputes on legal regulation the Internet. May 20, 2002 carried out parliamentary hearings "About telemedicine and information policy in sphere of protection of health of the citizens of Russian Federation". The basic themes of statements were experience of use of telemedical technologies, legal problems at rendering telemedical services, necessity of formation of the State target program on telemedicine.
近年来，随着远程医疗技术的积极引入以及围绕互联网法律监管的争议，法律基础的发展问题随之出现。2002年5月20日举行了议会听证会“关于俄罗斯联邦公民健康保护领域的远程医疗和信息政策”。发言的基本主题包括远程医疗技术的使用经验、提供远程医疗服务时的法律问题、制定国家远程医疗目标计划的必要性。
