The inability to fill ED call panels has become a national crisis, say some experts. The Emergency Medical Treatment and Labor Act requires hospitals to have call panels but does not require physicians to serve on them. Declining reimbursement and more uninsured and underinsured patients make specialty doctors reticent to take call. Assuring doctors they will get paid fairly helps fill call panel rosters.
