After almost a decade of suspension between progress and retrogression, environmental issues are back at the top of the national agenda. The evidence is visible in many forums of public discussion. But the development and implementation of a new wave of environmental policies will require attention to at least three issues: setting priorities, emphasis on science and technology, and a focus on human resources development.
