Abstract

Contemporary regulatory practices, in isolation, appear to potentially support mediocrity in program practices unless complemented by management practices that promote more exemplary personnel performance. Restatement of regulatory and supervisory practice from the standpoint of stimulus control procedures was offered as a vantage with utility for the improvement of administrative and supervisory practice. Generalization strategies were presented to promote effective compliance practices. The need for studies of the impact of regulatory changes upon personnel and the people they serve was stressed.
