Despite the importance of student health and school hygiene as an aspect of the infrastructure of community health, few feasibility studies have been conducted on school health programs in developing countries. This study examined possible barriers to and challenges of such programs from the executive perspective in East Azerbaijan Province in Iran.
This qualitative study used the content analysis approach to recognize barriers to and challenges of health promoting school program from the executive perspective. Fourteen experts were selected in the areas of children and adolescents and school health, physical education and school headmasters. Data were collected using semi-structured interviews and analyzed using the content analysis method.
Five themes were extracted as major barriers and challenges: 1. Intraand inter-sectorial collaboration; 2. Policy and rule formulation; 3. Infrastructure and capacity; 4. Human resources; 5. Community involvement.
The localized version of the current health promoting school program had major faults. If this program is considered to be a healthcare system priority, it should be revised to set effective policies for implementation and to sustain school health programs based on the capacities and objectives of each country.
尽管学生健康和学校卫生作为社区卫生基础设施的一个方面很重要,但发展中国家针对学校健康项目开展的可行性研究却很少。本研究从伊朗东阿塞拜疆省的执行层面审视了此类项目可能存在的障碍和挑战。
本定性研究采用内容分析法,从执行层面识别促进健康学校项目的障碍和挑战。在儿童青少年、学校卫生、体育教育和学校校长等领域挑选了14名专家。通过半结构化访谈收集数据,并使用内容分析法进行分析。
提取出五个主题作为主要障碍和挑战:1. 部门内和部门间合作;2. 政策和规则制定;3. 基础设施和能力;4. 人力资源;5. 社区参与。
当前促进健康学校项目的本地化版本存在重大缺陷。如果该项目被视为医疗保健系统的优先事项,就应进行修订,以便根据每个国家的能力和目标制定有效的实施政策并维持学校健康项目。
