It is suggested that, on the basis of the operational rules of the cue saliency hierarchy, Jeffrey's Serial Habituation Hypothesis provides a theoretical basis for a hierarchically developing multilevel cue processing program. An analysis of Trabasso and Bower's redundant relevant cue problem, advanced in terms of the Zeaman and House two-phase model, reveals that the same attentional rules implied by Jeffrey's proposition also explain cue utilizational strategies in the associational phase of discrimination learning. It is concluded that Jeffrey's model adequately explains the role of perceptual cognition in problem-solving in children and adults.
