The rapid aging of the population and the steady increase in life expectancy around the world is one of the greatest social, economic and political transformations of our time. The on-going demographic changes are accompanied by a significant increase in the prevalence of non-communicable diseases and disabled people. There is still no adequate medical care, as well as access to essential medicines and technologies for treatment and prevention of NCDs, what leads to disability, loss of productivity and reduction of national income in many regions of the world. These trends underline the necessity of developing effective measures to promote prosperous aging, which implies, first of all, legislative, administrative and other measures, as well as the development of a socio-economic strategy and action plan, which will protect interests of elderly population.
全球人口的迅速老龄化以及预期寿命的稳步增长是我们这个时代最大的社会、经济和政治变革之一。目前的人口变化伴随着非传染性疾病和残疾人患病率的显著上升。仍然没有足够的医疗保健,也无法获得治疗和预防非传染性疾病的基本药物和技术,这在世界许多地区导致了残疾、生产力丧失和国民收入减少。这些趋势凸显了制定有效措施以促进健康老龄化的必要性,这首先意味着立法、行政和其他措施,以及制定一项社会经济战略和行动计划,以保护老年人口的利益。
