14 of 18 HIV-positive blood donors clearly belonged to high-risk groups. Disturbingly, 12 of these 18 persons donated during the 2-month period following the announcement of systematic testing in blood banks and two nationwide AIDS educational programmes. Such programmes may prompt exposed subjects to donate in order to obtain a free HIV test.
