Abstract

BACKGROUND & AIMS: COVID-19 has been in control since mass vaccination and other coordinated efforts have been conducted. The WHO has even made an announcement to stop the public health emergency of international concern (PHEIC) toward COVID-19. Because of the very massive impacts of COVID-19, it is necessary to have a reflection toward what we have gone through to obtain information from inside the health service by interviewing the health officers who were the frontliners in fighting the disease during the pandemic. This research attempts to reveal the practical experiences of the officers when the COVID-19 pandemic took place.

METHODS

This research conducted in-depth interviews with the Heads of Puskesmas (a Public Health Center) and the staff of Puskesmas in Medan. The total sample number of informants is 30 people. The data were managed by preparing the suitable themes with the inductive approach.

RESULTS

There are three main themes obtained from the analysis results. Those three themes are 1) the condition of Puskesmas, 2) the impacts of the health service, and 3) the COVID-19 control. Those three themes show the fundamental problems affecting the efforts to overcome COVID-19. It is revealed that funding, personnel quantity, and bureaucracy cause the effort to overcome COVID-19 to have been impeded. Meanwhile, based on external factors, the officers had to deal with negative issues on COVID-19. Therefore, whether we like it or not to admit the fact, the health service has not been conducted maximally.

CONCLUSION

It is necessary to have comprehensive revision and change to evaluate the condition of health service, particularly in Puskesmas. A wider and deeper reflection is required so that the pandemic preparation in the future can be improved further.

背景与目的

自大规模疫苗接种及其他协同努力开展以来,新冠疫情已得到控制。世界卫生组织甚至已宣布停止针对新冠疫情的国际关注的突发公共卫生事件(PHEIC)。鉴于新冠疫情产生的巨大影响,有必要通过采访在疫情期间抗击该疾病的一线卫生官员,来反思我们所经历的一切,以便从卫生服务内部获取信息。本研究旨在揭示新冠疫情期间这些官员的实际经历。

方法

本研究对棉兰市基层卫生保健中心(Puskesmas,一个公共卫生中心)的负责人及工作人员进行了深入访谈。 informant 的总样本数为 30 人。通过归纳法准备合适的主题来管理数据。

结果

从分析结果中获得了三个主要主题。这三个主题分别是:1)基层卫生保健中心的状况;2)卫生服务的影响;3)新冠疫情防控。这三个主题揭示了影响新冠疫情防控工作的基本问题。结果显示,资金、人员数量和官僚作风阻碍了新冠疫情防控工作。同时,基于外部因素,官员们不得不应对有关新冠疫情的负面问题。因此,无论我们是否愿意承认这一事实,卫生服务并未得到最大限度的开展。

结论

有必要进行全面修订和变革,以评估卫生服务状况,尤其是基层卫生保健中心的状况。需要进行更广泛、更深入的反思,以便进一步改善未来的疫情防控准备工作。
