Abstract

Green transformation has become a global consensus, promoting green technology innovation of heavy polluting enterprises has become a key issue to promote sustainable development. We take implementation of patent insurance pilot policy as an exogenous shock, and constructs a multi-period double difference model based on the data of A-share listed companies in the heavy pollution industry from 2008 to 2023 to empirically test impact of patent insurance pilot on enterprises' green technology innovation. The findings show that the patent insurance pilot significantly enhance green technology innovation level of heavy pollution enterprises. Mechanism test shows that patent insurance can effectively drive growth of green technology innovation by alleviating R&D uncertainty, stimulating R&D activity and deepening industry-university-research cooperation. Further heterogeneity analysis reveals that promotion effect of patent insurance on green technology innovation is more significant in enterprises with lower financing constraints, weaker competition in the industry, and located in non-resource-oriented cities. We expand research perspectives on application of intellectual property protection tools in the field of green technology innovation, and deepens theoretical and practical understanding of policy intervention mechanisms in the context of green transformation.

绿色转型已成为全球共识,推动重污染企业的绿色技术创新已成为促进可持续发展的关键问题。我们将专利保险试点政策的实施作为一种外部冲击,并基于2008年至2023年重污染行业A股上市公司的数据构建多期双重差分模型,以实证检验专利保险试点对企业绿色技术创新的影响。研究结果表明,专利保险试点显著提高了重污染企业的绿色技术创新水平。机制检验表明,专利保险可以通过缓解研发不确定性、刺激研发活动和深化产学研合作,有效推动绿色技术创新的增长。进一步的异质性分析表明,专利保险对绿色技术创新的促进作用在融资约束较低、行业竞争较弱以及位于非资源型城市的企业中更为显著。我们拓展了知识产权保护工具在绿色技术创新领域应用的研究视角,并加深了对绿色转型背景下政策干预机制的理论和实践理解。
