Using a systems approach, this study develops an explanatory model on the basis of which federal political action on specific issues concerning the nation's hospitals is related to political ideals underlying U.S. health policy. The degree to which these ideals are realized is then determined by examination of the empirical relation of policy and other social and economic factors to the outcomes of selected issues.
