Parental visiting of children in foster care is a key element in both reunification of families and termination of parental rights. The authors contend that these two uses of visiting must be balanced. To this end, they recommend that state statutes allow termination based on failure to visit but require agencies to promote visiting, and they suggest that agencies review their practices to determine if they discourage meaningful visits.
