The concept has arisen that pollutants in almost any concentration cause a small risk of death. This arises from a consideration of cancer and contrasts with earlier work where a threshold is assumed.The theoretical and experimental evidence for this concept is reviewed, and some important consequences are drawn for societal decision making.
