Abstract
The evaluator considers criteria from theoretical and practical viewpoints: The criteria should reflect a conceptual view of nursing care consistent with the user's view. Subsets of criteria should be not only statistically sound, but also practical and meaningful. Measures should be adequately unobtrusive in use. Cost-effectiveness, credibility of the criteria with users, and ease of adaptation to change in practice should also be considered.
