Efforts to re-engineer or restructure often have focused on reducing the numbers of personnel to achieve a cost savings. These efforts have met with limited success. True success requires that change be directed at people, the way people are managed, and the way people do their work. Old management theories are not working well in the new environment, and new theories are only in the developmental phase. During this journey from the old to the new, managers will be managing without the benefit of clear management models.
