Protecting our children: where have we gone and where should we go from here?

1. There are 3 million cases of child abuse reported each year. Three million grandparents in this country rear their grandchildren because the parents are not fit enough or competent enough to do so. 2. Each year, 500,000 American children give birth. 3. One way to stop child abuse and neglect is to provide children with constitutional rights.
