Abstract
This paper describes an organisation-wide strategy for improvement in the quality of nursing and midwifery practice through the development of an environment that encourages the involvement of clinical nurses in the development of nursing policy, promotes the development of clinical audit and research-based practice while providing formal and informal educational opportunities for staff.
