Hospital centres should develop into pilot centres of health promotion. This would require hospitals to undergo a change in their self-awareness and self-understanding. The target groups of health prevention measures are the co-workers and staff, patients and hospital visitors. 2. Prevention of addiction should be integrated into an overall health promotion concept. 3. Prevention of addiction and dependence should cover all psychoactive substances, not only alcohol. Alcohol dependence prevention programmes should not be unhesitatingly transposed to drug medication and drugs causing addiction. 4. Primary prevention must focus on preventing addiction by measures that are person-related, workplace-related and employer-related, as well as on measures preventing that addictive substances are within easy reach of the patients.
