Sections 1819 and 1919 of the Social Security Act provide the statutory basis for the federal regulations identifying requirements long-term-care facilities must meet in caring for residents with pressure ulcers. Crucial to those requirements are the concepts of "highest practicable," "each resident", and "professional standards of quality." Combined with the requirements for a standardized assessment and care plan, these concepts form the basis for survey procedures and interpretive guidelines that systematically review information needed to determine compliance with the requirements at 42 Code of Federal Regulations, section 483.25(c)(1)(2).
