Abstract

Welfare reform is the talk of the nation. Since the inception of our country, we have struggled with how to care for the poor and have engaged in various reform methods; however, the poor are still with us. The latest attempt at providing jobs for the millions on AFDC was signed into law in August 1996 by President Clinton. This attempt to end "welfare as we know it" provides many challenges and risks to states and local governments. The groups most affected by this latest attempt to change the system are children and immigrants. How these groups will fare remains to be seen as states now have a fixed amount of money to address the issues of moving families from welfare to work by the year 2002. The attempt to transfer families from welfare to work is multifaceted and will require that state lawmakers be innovative and resourceful.
