In 1996, the Congress enacted Public Law 104-166, known as the Traumatic Brain Injury (TBI) Act, "to provide for the conduct of expanded studies and the establishment of innovative programs with respect to traumatic brain injury."1 As part of this Act, the Health Resources and Services Administration (HRSA) Maternal and Child Health Bureau (MCHB) is responsible for implementing the TBI State Demonstration Program and issuing demonstration grants to improve health and other services regarding persons with TBI and their families.
