Serious attention must be given to the physical maltreatment of pre-school children in New Zealand if realistic solutions to presently neglected problems of maltreatment are to be devised. A concept of maltreatment is operationally defined, some available New Zelaand data discussed, and a strategy for improved prevention and treatment outlined.
