A suggested example of a systematic approach for linking planning with evaluation is presented. The proposed systematic processes would help deal with the ambiguities of the mental health field and provide a more objective way of planning and evaluating programs. Program evaluation can then be related to the predetermined effectiveness criteria of the planning processes. The planning and evaluation processes are described as a part of a 13-stage cycle of 18 months.
