This article proposes a comprehensive system level standards such as types of services to prioritize, objectives to reach as well as policies and procedures to follow in order to better organize quality services centered on recovery. These proposals are supported by empirical research as well as recent american initiatives among which the Community support system (CSS) is the most convincing. They are presented in a comparative way (model centered on recovery versus traditional model) in order to better illustrate the underlying transformations required.
