The tasks of high priority set before the main establishment consist in training of research personnel and improving the professional skill of doctors. The Moscow Research Institute of Tuberculosis, which is in charge of the antituberculosis service in the RSFSR, has developed an effective system of training of research personnel and various specialists for the RSFSR health care. The system is based on the study of demands for highly qualified staff, analysis of the personnel potential, clearly defined planning of training, choice of candidates, control and assessment of the performed research and objective personnel certification. The contract system of self-accounting relations between the establishments engaged in doctors' training has been introduced, which regulates a number of ungrounded claims for training and increases the responsibility of researchers concerned with training.
摆在主要机构面前的首要任务是培养研究人员并提高医生的专业技能。负责俄罗斯苏维埃联邦社会主义共和国抗结核病服务的莫斯科结核病研究所,为俄罗斯苏维埃联邦社会主义共和国的医疗保健事业开发了一套有效的研究人员和各类专家培训体系。该体系基于对高素质员工需求的研究、人员潜力分析、明确的培训规划、候选人的选拔、对所开展研究的控制与评估以及客观的人员认证。引入了从事医生培训的机构之间的自负盈亏合同制关系,这一制度规范了一些不合理的培训要求,并增加了参与培训的研究人员的责任。
