The Medicare program's anticipated implementation of Harvard's resource-based relative value scale to physician reimbursement is creating dual headaches for hospitals, executives say. Although physician payment reform won't come on-line until 1992, some physicians are already moving services off-campus to offset anticipated income losses, experts say. The result: Hospitals face lower revenues and increasing tension as they compete for services with their medical staffs.
