As a part of its unsuccessful attempt to standardize nursing education in 1987, an Illinois Nurses' Association task force developed behavioral competency statements describing performance standards for two levels of nursing practice. But because of fear of further divisiveness, these statements were "hidden under a bushel"--until now.
