Animal welfare, based on ethical motives, is not mentioned in the Treaty of Rome establishing the European Economic Community. Nevertheless there are a lot welfare activities at EC-level which are justified to prevent unfair competition among the member states. At the same time there is the chance to improve welfare within all EC-member states.
