This paper suggests that inequality in the distribution of landownership adversely affected the emergence of human-capital promoting institutions ( public schooling), and thus the pace and the nature of the transition from an agricultural to an industrial economy, contributing to the emergence of the great divergence in income across countries. The prediction of the theory regarding the adverse effect of the concentration of landownership on education expenditure is established empirically based on evidence from the beginning of the 20th century in the U.S.
本文认为,土地所有权分配不平等对促进人力资本的制度(公立学校教育)的出现产生了不利影响,进而影响了从农业经济向工业经济转型的速度和性质,导致了各国收入出现巨大差异。基于20世纪初美国的证据,从经验上证实了该理论关于土地所有权集中对教育支出产生不利影响的预测。
