This study proposed a model for provision of an effective universal coverage for mental health services based on global and national experiences, available resources and the nature of primary health care system of Iran to reduce the burden of mental health conditions. A framework with prioritized mental and social health services was devised through a review of literature and policy documents. It was then adapted using inputs from the stakeholders and experts. The new model included 2 basic and specialized service strata: a PHC-based infrastructure and essential requirements needed to establish the service. Our proposed socio-mental health approach is based on a WHO recommendation. : The key features of the model, which is going to be tested in a pilot study in 2015, are setting up a system for organized referrals to specialized mental facilities and compatibility with the existing primary health care system. Moreover, to achieve this goal, socio-mental health technicians should be employed.
本研究基于全球和国家经验、可用资源以及伊朗初级卫生保健系统的性质,提出了一个为心理健康服务提供有效全民覆盖的模型,以减轻心理健康问题的负担。通过对文献和政策文件的回顾,设计了一个具有优先顺序的心理和社会健康服务框架。然后利用利益相关者和专家的意见对其进行了调整。新模型包括2个基本和专门服务层次:基于初级卫生保健的基础设施以及建立该服务所需的基本要求。我们提出的社会心理健康方法基于世界卫生组织的一项建议。该模型将于2015年在一项试点研究中进行测试,其关键特征是建立一个向专门心理机构进行有组织转诊的系统,并与现有的初级卫生保健系统兼容。此外,为实现这一目标,应聘用社会心理健康技术人员。
