城市蔓延会是环境恶化的原因吗?基于中国省级面板数据的研究。

Abstract

Based on the provincial panel data in China for 2001-2017, this article explores the impact of incoordination between land and population urbanization on environmental quality from the perspective of urban sprawl. It can be found that: (1) Most provinces are suffering from the urban sprawl, land finance has made urban sprawl more serious. (2) The results of SDM show that the impact of urban sprawl on the CO emissions can be regarded as a N-shaped curve. Both excessively rapid expansion of urban space and excessively rapid growth of urban population can intensify the CO emissions. (3) The tests of regional heterogeneity show that in underdeveloped provinces, the effect of urban sprawl on CO emissions could also be a N-shaped curve, but it is an inversed U-shaped for the developed provinces. Thus, it can diminish the emissions of CO in developed provinces, through strengthening environmental regulations and restraining the excessively rapid growth of the urban population. However, the underdeveloped provinces should actively promote economic development and create more jobs to avoid the loss of labors. These conclusions are also applicable to the tests of regional heterogeneity based on total factor productivity.

基于中国 2001-2017 年的省级面板数据,本文从城市蔓延的角度探讨了土地和人口城市化不协调对环境质量的影响。结果表明:(1)大多数省份都存在城市蔓延现象,土地财政使城市蔓延更加严重;(2)SDM 的结果表明,城市蔓延对 CO 排放的影响可以看作是一条 N 型曲线,城市空间的过快扩张和城市人口的过快增长都会加剧 CO 排放;(3)区域异质性检验表明,在欠发达省份,城市蔓延对 CO 排放的影响也可能是 N 型曲线,但对发达省份则是倒 U 型,因此,通过加强环境监管和抑制城市人口过快增长,可以减少发达省份的 CO 排放,但欠发达省份应积极促进经济发展,创造更多就业机会,避免劳动力流失。这些结论也适用于基于全要素生产率的区域异质性检验。
