To medicine every war is a challenge. The armed conflict creates an emergency which calls for large numbers of personnel and presents many new problems. Modern wars are fought not between armies alone but between nations. The shortage must be compensated by improved organization that will eliminate every source of waste and inefficiency. Thus, war becomes a testing ground for a nation's ability to organize all its health services, and it may become a rich source of experience for the organization of services after the war.
对医学而言,每场战争都是一项挑战。武装冲突造成紧急情况,需要大量人员,并带来许多新问题。现代战争不仅是军队之间的战斗,更是国家之间的较量。必须通过改进组织来弥补短缺,消除一切浪费和低效的根源。因此,战争成为检验一个国家组织其所有医疗卫生服务能力的试验场,也可能成为战后服务组织的丰富经验来源。
