This is the first specific directive adopted by the Council for the protection of workers from the risks to exposure to chemical, physical, and biological agents at work. The full "framework" Directive was published in the 23 August 1982 Official Journal of the European Communities, Office for Official Publications of the European Communities, L-2985 Luxembourg. A technical memo highlighting the main elements of the Directive, their practical implications and the relation of this Directive to other Community actions in the field of health and safety at work is reprinted here as received from the Health and Safety Directorate, Commission of the European Communities.
