Rehabilitation in transitional facilities (transitional residential homes) is a possible approach for those persons with psychic disorders or handicaps who are not in need of institutional care but cannot be treated adequately on an outpatient basis either. The cost of such rehabilitative programmes is carried by the social welfare authorities in more than 85 percent of the total number of clients. From the point of view of those concerned, who previously had been contributing to social insurance schemes, referral to social assistance is deemed an incompatibility. A change to his situation could be achieved by extending the scope of medical or vocational rehabilitation to include these benefits by way of legal interpretation rendered by the courts, or by the legislator conferring responsibility for the social rehabilitation field on the agencies financially responsible for medical and vocational rehabilitation.
