More than 215 million low- and marginal-income women living in rural areas are still without access to family planning services they want and need. Priority attention to more populous areas where there are no organized programs, or just one agency providing services, is suggested. Increased involvement of hospitals is necessary if the rural-urban gap is to be closed.
