Abstract
Child welfare analysts, practitioners, and the general public all agree: the child protective services system (CPS) is in crisis and is in urgent need of reform. Children at risk are not being adequately protected, and they and their families are not receiving the services that they need. This article briefly reviews the problems facing CPS today, outlines a vision for reforming CPS, and suggests ways to move from today's CPS to the CPS of the future.

儿童福利分析师、从业者和普通公众都一致认为：儿童保护服务系统（CPS）正处于危机之中，亟需改革。处于危险中的儿童没有得到充分保护，他们及其家庭也没有得到所需的服务。本文简要回顾了当今儿童保护服务系统面临的问题，勾勒了改革儿童保护服务系统的愿景，并提出了从当前的儿童保护服务系统迈向未来儿童保护服务系统的方法。
