The impact of disasters on persons with disabilities is not equivalent to that experienced by the general population. The inclusiveness of disaster management processes to all stakeholders, including persons with disabilities, is essential for disaster resilience. This study focuses on the challenges faced by people with disabilities in disaster management processes from the perspective of stakeholders involved in disaster management and the facilitating factors for the inclusiveness of the disaster management process for persons with disabilities. Transcendental phenomenological design, one of the qualitative research methods, was used in the study. The data were collected using a semi-structured interview form. In the study, nineteen (19) stakeholders with disaster experience who have different roles and responsibilities in disaster management were interviewed and the transcriptions were coded by experts. As a result of the study, three themes were created: the challenges faced by people with disabilities, the challenges faced by disaster response personnel, and the facilitating factors for the inclusiveness of disaster management. Within the framework of the experiences of the stakeholders, this study revealed that individuals with disabilities are in a more disadvantaged position in disaster management compared to other individuals. Therefore, to increase the resilience of persons with disabilities against disasters, the necessity of including them in disaster management processes, increasing the inclusiveness of plans in institutions, eliminating the lack of qualified personnel and equipment, and good governance are emphasized.
灾害对残疾人的影响与普通人群所经历的不同。灾害管理过程对所有利益相关者(包括残疾人)的包容性,对于灾害恢复力至关重要。本研究从参与灾害管理的利益相关者的角度,聚焦于残疾人在灾害管理过程中面临的挑战以及促进残疾人融入灾害管理过程的因素。研究采用了定性研究方法之一的先验现象学设计。数据通过半结构化访谈形式收集。在该研究中,对19名在灾害管理中具有不同角色和职责且有灾害经历的利益相关者进行了访谈,并由专家对访谈记录进行编码。研究结果产生了三个主题:残疾人面临的挑战、灾害应对人员面临的挑战以及灾害管理包容性的促进因素。在利益相关者经验的框架内,本研究表明,与其他个体相比,残疾人在灾害管理中处于更为不利的地位。因此,为提高残疾人抵御灾害的能力,强调了将他们纳入灾害管理过程、提高机构计划的包容性、消除合格人员和设备短缺以及良好治理的必要性。
