Abstract

China's carbon neutrality in 2060 is a hot issue discussed by policymakers and scholars. Previous literature shows that technological progress is the key to CO emission mitigation, but ignores the role of different paths of technological progress. This paper uses the panel data covering China's 30 provinces from 2008 to 2017 to study the effect of different paths of technological progress on CO emissions including domestic innovation, foreign technology import and regional technology transfer. Furthermore, the assimilation effect of technologies from domestic and foreign is investigated, and its impact on CO emissions is explored. The empirical evidence indicates that: (1) there is an inverted U-shaped relationship between domestic innovation and China's CO emissions. (2) Foreign technology imports cannot decrease CO emissions and carbon intensity in high-emission regions. Meanwhile, domestic technology transfer increase CO emissions and carbon intensity in high-emission regions. However, foreign technology import of low-emission areas can achieve CO emission mitigation. (3) The assimilation of technologies from abroad and domestic can increase CO emissions and carbon intensity in high-emission regions. But the absorption effect of technologies from domestic can decrease CO emissions and carbon intensity in low-carbon regions. According to the above results, this paper proposes some targeted policy suggestions for the choice of technological progress paths for CO emission mitigation in different regions of China.

中国 2060 年实现碳中和是政策制定者和学者讨论的热点问题。已有文献表明,技术进步是 CO 排放减排的关键,但忽略了不同技术进步路径的作用。本文利用涵盖 2008 年至 2017 年中国 30 个省份的面板数据,研究了包括国内创新、外国技术引进和区域技术转移在内的不同技术进步路径对 CO 排放的影响。此外,还研究了国内外技术的同化效应及其对 CO 排放的影响。实证结果表明:(1)国内创新与中国 CO 排放之间存在倒 U 型关系。(2)外国技术引进不能降低高排放地区的 CO 排放和碳强度。同时,国内技术向高排放地区转移会增加 CO 排放和碳强度。然而,低排放地区的外国技术引进可以实现 CO 减排。(3)国内外技术的同化效应会增加高排放地区的 CO 排放和碳强度。但国内技术的吸收效应可以降低低碳地区的 CO 排放和碳强度。根据上述结果,本文针对中国不同地区 CO 减排的技术进步路径选择提出了一些有针对性的政策建议。
